The procedure is a long process which consists of several subprocedures. To complete the procedure it is necessary to obtain permits from several state agencies. It is also necessary to design and coordinate with the municipality a detailed development plan for the future plant. The process ends with the issuance of a decision by the Regional Directorate of Agriculture.
